Steps to reproduce:
1. Create a J2EE (without LCDS) project using the FDS2 installation folder as the Flex Server Root ( C:\fds2\jrun4\servers\default\flex )
2. Export the project and create a new workspace
3. Import -> Flex Builder -> Flex Project and select the previous created archive.
4. Set the Root Folder to "C:\fds2\jrun4\servers\default\flex"
 
 Actual Results:
 
An error message appear " Root folder:Invalid root. The WEB-INF/flex folder must contain either flex-config.xml or services-config.xml." and you can't hit Finish.
 
 Expected Results:
 
The root folder should be validated.
