Steps to reproduce:
1. Create custom theme and compile it to swc-file.
2. Create new Flex Project and add created theme to the compiler options in the project using "-theme MyThemeProject.swc"
3. Go into Design View.
 
 Actual Results:
 The theme does not applying to "Design View", it only applies after building project.
 
 Expected Results:
 Expected Design Veiw to change using custom theme.
 
 Workaround (if any):
 It would be great if there is any.
