2. Use code that worked in flex 2

Actual Results: x,y coordinates seem to be off. Y seems to start at the top of title window or panel header instead of bottom. padding and constraints do not seem to be retained from flex 2. I am including image as comparision. Same code is used in both.

This looks like a dupe of bug
SDK-11279.By any chance are you setting the Panel container's borderStyle to something other than "default"?
If not, can you upload a small, reproducable test case and attach it to the bug?
